City Commission

The City Commission is the principal legislative and government body of the City.  The Mayor, elected every two years, presides over a board of four commission members who are elected to two-year alternating terms by the community at large.

City Commission meetings are held on the first and third Tuesdays of each month.  All Commission meetings are held at City Hall and begin at 6:00 p.m.  You may view the City Commission's agendas, voting results, and minutes, which are maintained by the City Clerk's Office.  Any person may address the Commission regarding agenda or non-agenda items at the appropriate time during the meeting.  Workshops are held the second Tuesday of each month at 6:00 p.m. in the first floor conference room.

Woodie McDuffie

A native of Delray Beach, Woodie McDuffie has been involved in community activities for more than 50 years.  Woodie began Little League Baseball in 1955 and, today serves on the Board of Directors of Delray Beach National Little League, where he began as a player some 52 years ago.  He began scouting, under the direction of Mike Machek, a local icon in Scouting, in 1958.  He has served four terms on the Board of Directors of Oakmont Homeowners Association, with two of his terms as President.  He continued his community service by being a Director of Friends of Delray, completing the Delray Beach Residents Academy, serving on the Palm Beach County Zoning Commission, followed by two years on the Delray Beach Planning and Zoning Board.  Woodie is also a member of the Greater Delray Beach Chamber of Commerce, representing youth sports in our community and the International Association of Assessing Officers where he has completed the required training to be awarded the designation of Certified Florida Evaluator.

Woodie was elected to the City Commission, without opposition on February 13, 2007.  In his current capacity as Mayor, he serves as the cities liaison to the Metropolitan Planning Organization, Banyan Creek Elementary School and is the current Treasurer and member of the Board of Directors of the South Central Regional Wastewater Treatment and Disposal Board.

Woodie was educated in Palm Beach County, graduating from Seacrest High School in 1964.  He began his college career later in 1964 at Palm Beach Community College.  In 1966 he answered his country's call and joined the United States Army, where he attained the rank of Staff Sergeant.  Upon his separation from military service, in 1968, he returned to Delray Beach and completed his education, receiving a B.S. in Management Science from Florida Atlantic University in 1970.

After graduation, Woodie joined Burroughs Corporation, a Fortune 100 company involved in the manufacturing and marketing of small to very large scale computer systems.  He spent 21 years in sales and marketing, attaining the position of Florida Public Sector District Manager where he successfully managed the automation of many municipalities, school districts and county agencies throughout the state.  Today, he serves as the Manager of Information Technologies for the Palm Beach County Property Appraiser.

Woodie and Cindy, his wife of 28 years, have two children.  Their son, Colt, is a Petty Officer in the United States Navy serving aboard the USS Enterprise.  Their daughter, Danielle is currently attending Palm Beach Community College.  Wife Cindy has been a teacher at S. D. Spady Elementary, here in Delray Beach for 15 years.

Tom Carney

Tom Carney, a Delray Beach resident since 1995, was elected to the Delray Beach City Commission on March 8, 2011.  Tom received a B.S. degree from Spring Hill College, a law degree from Boston College and an LLM (Taxation) from Georgetown University Law School.  Mr. Carney is an attorney practicing law in the State of Florida since 1984, forming Carney Legal Group (now Carney Stanton) in Delray Beach in 1995, and was also a founder of Carney Bank (now part of the Wells Fargo system), a local bank dedicated to serving local businesses.

Mr. Carney is a former legislative attorney with the Internal Revenue Service and a former tax counsel for the Committee on Ways and Means at the United States House of Representatives.  For many years Tom has proven himself to be dedicated to the different populations that form the city and his in depth knowledge of the city affairs coupled with his legal and business training give him the ability to understand and manage the many challenges faced by a growing city.

He has been actively involved in civic affairs, serving the Delray Beach Housing Authority from 1996 to 2003, the last three years as Chairman, and served as a commissioner for the Community Redevelopment Agency from 2003 to 2011 until his election to the City of Delray Beach City Commission.  Tom is currently President of the Creative City Collaborative, an umbrella arts organization which collaborates with emerging artists and cultural innovators to facilitate an exchange of art and ideas and to present cutting-edge, interdisciplinary performances and exhibitions.

Tom is active in a variety of other charitable organizations, notably the Order of Malta which is dedicated to serving the sick and poor.  Tom and his wife, Lucie, have been married for 33 years and have two adult children.

Adam Frankel

Adam Frankel was born and raised in Toledo, Ohio.  He graduated from The Ohio State University, acquiring a Bachelors of Arts degree in Political Science.  Mr. Frankel decided to immediately continue his education, and did so in his hometown by attending law school at The University of Toledo College of Law, earning his Juris Doctorate.

Not long after graduating from law school, Mr. Frankel moved to Delray Beach, Florida and was admitted to the Florida Bar Association.  His first job helped mold his experience and perspective, as he served as an Assistant Public Defender in Palm Beach County from 1999 until 2001.  After three years of diligently defending indigent clients who could not afford an attorney of their own, Mr. Frankel decided to embark on a private practice.  He opened his law office in 2001, and since then has been representing clients all over Florida in criminal matters.  In 2011, Mr. Frankel became a founding partner of Frankel & Cohen, LLC practicing Criminal Defense and Personal Injury Law with an office in Downtown Delray Beach, Florida.

Adam has served on the City of Delray Beach Police and Firefighters Retirement System Board of Trustees since March, 2008.  He is currently a member of the board of directors for People's Trust Insurance and serves on the advisory board for Paradise Bank.  Adam was elected to serve on the Delray Beach City Commission on March 10, 2009 and was appointed the Vice-Mayor of the city from 2010-2011.  In 2011, Mr. Frankel was appointed to serve on the Palm Beach County Tourist Development Council by the Palm Beach County Commission.

Mr. Frankel was named a "Top 40 Professional under 40" by Atlantic Avenue Magazine in May, 2010 and one of the "8 Delray Up & Comers" by Delray Beach Magazine in March, 2011.

Adam Frankel is a member of many professional and community service organizations.  He is a member of the Florida Associations of Criminal Defense Lawyers, Palm Beach County Association of Criminal Defense Lawyers and Palm Beach County Bar Association.  Mr. Frankel is also a member of the Florida Public Pension Trustees Association where he is certified as a Certified Public Pension Trustee.

Adam is currently involved in the following civic organizations: Nat King Cole Generation Hope, CJ Foundation, Lupus Foundation of America, Delray Citizens for Delray Police, Delray Beach Library, Old School Square, Delray Beach Chamber of Commerce, Sandoway House Nature Center, Delray Beach Education Foundation, City of Delray Beach "You Are Not Alone" Project Holiday.

Angeleta Gray

Angeleta Gray is a longtime Delray Beach resident and small business owner who has been involved in the community she loves and has called home for more than 30 years.  A mother and grandmother, Angeleta is dedicated to ensuring that the quality of life enjoyed by current Delray Beach residents remains intact and can be enjoyed by future generations.

Appointed to the City Commission in September 2009, Angeleta is the daughter of Sam and Loretta McGhee, whose commitment to community service inspired their daughter to follow in their footsteps.  Sam McGhee was the founder of the TED Center, a business incubator and economic development agency, and Loretta McGhee was a business owner involved in many community organizations.

A licensed cosmetologist, Angeleta has owned Top Notch Beauty Spa & Suites for the last 17 years and worked closely with the city and the Delray Beach Community Redevelopment Agency during construction of a new building for her business in the SW/NW 5th Ave Historical Business District.

In 2006, Angeleta joined the board of the Delray Beach Community Redevelopment Agency, where she served until her appointment to the City Commission.  She is currently a member of the Cosmetology advisory board at South Technical High School and serves on the boards of the TED Center and the Roots Cultural Festival.  She is a member of the Greater Delray Beach Chamber of Commerce.   Also, Angeleta currently is serving as the City Commission liaison to Pine Grove Elementary School, Atlantic Community High School, Palm Beach County League of Cities, Intergovernmental Coordination Issues Forum, Palm Beach County Caucus of Black Elected Officials and liaison to Senator Christopher Smith and U.S. Representative Alcee Hastings. 

A member of St. John Primitive Baptist Church, Angeleta has been involved in one of Delray Beachs Towards a More Perfect Union study circles and has participated in the Mayors Strategic Planning Sessions since 2003.

Angeleta and Kenneth Gray have been married for 23 years and have three adult children, Carlos, Tericka, and Kenneth Jr., and four grandchildren.  She is the goddaughter of Edward and Dorothea Johnson, who played an instrumental role in her upbringing.  Angeleta attended Delray Beach Elementary School, and Atlantic High School as well as Grambling State University.
