Fair, equitable and consistent enforcement of City ordinances is the main purpose of the Division's enforcement operations. Through our Community Oriented Code Enforcement activities, we encourage voluntary compliance to City ordinances.
Staff efforts are proactive, where Code Enforcement Officers patrol assigned areas to detect violations, and reactive where citizen complaints are investigated. Proactive activities are designed to help preserve residential areas and ensure commercial establishments meet code requirements. Promptly investigating citizen complaints is very important to preserve the trust and confidence the public has shown in the Division. Although our emphasis is on neighborhoods, we also conduct commercial inspections in conjunction with the Fire Department and pre-occupational license inspections at all new businesses. Field operations are supported by five clerical employees who process, mail, file and research a variety of documents, notices and correspondence.
We encourage professional development of all Division employees. Frequent training opportunities are available for both clerical and field staff employees. All Code Enforcement Officers are encouraged to seek professional certification from the Florida Association of Code Enforcement (FACE).

There are several functions that the Division is responsible for in addition to traditional ordinance enforcement:

The Code Enforcement Administrator acts as the Contract Administrator for the contract between the City and the garbage collector, Waste Management. Aspects of the contract such as hours of operation, thoroughness of completing routes, promptness in answering customer inquiries and overall quality of services are among the more important items under continuous scrutiny. Special Collections operations involve removal of trash and other materials setout for collection at incorrect times. The Division conducts early morning inspections to detect improperly setout items and then has the items collected by a vehicle and operator assigned to the Division. The Division also prepares billing documentation so that charges for Special Collection can be processed by the Utility Billing or accounts receivable systems, as appropriate.

Animal Control operations are handled by the City's Animal Control Officer. The Animal Control Officer answers citizen inquiries, patrols neighborhoods, traps and captures domestic animals at large, and accepts unwanted domestic animals. Landlord permits are processed by the Division. The process includes accepting permit applications and fees, reviewing application information, issuing permits and processing annual permit renewals. At the current time, there are over 5,800 licensed rental units in the City. For more information on Landlord permits, click here.

Recycling operations include monitoring collections. If you need new recycling bins, please call the Solid Waste Authority at 1-866-NEW-BINS. If your recycling has been missed or you have problems with service, please call 243-7219.
