The Treasure Coast Regional Planning Council (TCRPC) was retained by the City to assist with a presentation of the Downtown Master Plan, preparation of design proposals for three sites in Downtown Delray Beach and code analysis relative to these three sites. The three sites include the Atlantic Plaza property, at 777 East Atlantic Avenue; the Hotel Vista Del Mar property, at 64 South Ocean Boulevard; and the South Swinton Avenue area between Atlantic Avenue and SE/SW 2nd Street. On Saturday, May 6, TCRPC conducted an initial workshop with elected officials, City staff, business and property owners, and representatives of organizations that will be involved/affected in the study area. The workshop consisted of a kick-off presentation and a public input session in an appropriate format to reveal issues of concern, identify the benefits of the current zoning code and generate design ideas for the three sites.
Between May 6, 2006 and May 25, 2006, the TCRPC created development scenarios for each site based upon the May 6, 2006 meeting. On Thursday, May 25, 2006, the TCRPC conducted a second workshop to present the development scenarios to the public and take additional public input.
TCRPC then fine tuned the proposals and presented them to the City Commission at their June 13, 2006 Workshop. The presentation given by TCRPC at the workshop is available below:
